In this document I will briefly describe the steps to get pareja de hecho and the documents needed for that.
In my case everything was managed by a lawyer and the cost was 500 euros, I recommend this option as they know better about how the system works and can get you the appointments way faster than if you have to call all the numbers until you find the one of the department you want.
Step 1, padrón:

Step 3, apply for TIE.
Step 4, fingerprint appointment.
Step 1, padrón:
First, both of the people that will become pareja de hecho will need to have padrón in the same house.
If you want to book an appointment to get the padron, the fastest way it’s to call 010 and ask for it.
Step 2, notary:
In my case I went through a notary, as they work faster than the public system way and do not require 2 years of padrón for registering couples.
You will get an appointment in the notary in around 1 week and all you will need will be your ID card or passport and pay the fees.
Yes, this is an additional cost apart from the lawyer, the total cost of the notary registration will be around 120 euros.
After the signature is done, you will have to wait for the government confirmation that will take around 1 month and after you receive (by email) the confirmation you can start applying for TIE.
Step 3, apply for TIE.
This step in my case was performed by the lawyer, therefore what I can say about it is that you will need to send your lawyer the following documents:
- Padrón
- Pareja de hecho certificate
- NIE, DNI, Passport of both of you
- Working status of the EU citizen:
(This can be any of the following documents)
- Work contract
- Informe de Vida Laboral certificate (get it here).
- Last payslip
It’s important to know that the working status is also to check your financial situation as the government can decide to decline the TIE if they consider that your financial situation is not good and the future beneficiary of the TIE will need help from the government.
After all the documents are sent, you will have to wait some months for it to be approved.
In my case this took 5 months.
Step 4, fingerprint appointment.
After you receive your satisfactory response from the government you (or your lawyer) will need to get an appointment for doing the fingerprint procedure in order to create your card.
However, from the moment you have your approval letter, this TIE is already valid.
In case the appointment for the fingerprint appointment is a couple of months ahead, you can shorten that if you look for the appointment in other municipalities in Barcelona.
(Manresa, Igualada, Sabadell, Vic…)
After you are already finished with the fingerprint, all that is left to do is wait until they inform you that you can go again to collect your card.
